  • When is the vote happening?

    Voting will take place in November 2025. To make sure your vote counts, you must return your ballot by Tuesday, November 4th, 2025. Be sure to mail it early or drop it off at an official ballot drop box before the deadline.

  • How will Districts be drawn?

    District lines will be created through a fair and transparent public process. They must respect neighborhood boundaries, reflect the diversity of Vancouver, and follow anti-gerrymandering safeguards — meaning they cannot be drawn to favor incumbents.

  • When would this change take effect if passed?

    If voters approve Charter Amendment #13 in November, the new system would take effect starting with the 2027 City Council elections.

  • Will this make government more complicated?

    No. District representation simply changes how councilmembers are elected — it does not change how the council functions. The system balances neighborhood voices with citywide leadership, keeping government accessible and accountable.

  • Who benefits from this change?

    All Vancouver residents benefit. District representation makes elections more accessible for grassroots candidates, increases accountability, and ensures every neighborhood — not just a few — has a voice in shaping our city’s future.

  • Are there examples of other cities with district representation?

    Yes. Many cities across Washington and the U.S. — including Seattle, Tacoma, Spokane, Portland, and hundreds more — use district-based elections. This system is proven to increase local representation, bring diverse voices to the table, and strengthen accountability.
